This legislation aims to end "regulation by enforcement," clearly divide oversight between the SEC and CFTC, ease compliance for certain tokens, boost institutional participation, and accelerate tokenization. JPMorgan calls it a "positive catalyst" for crypto markets in the second half of the year, potentially flipping sentiment from negative to bullish as clearer rules draw in big money.
