Investing in people is a foundational effort that benefits the long term and enhances future resilience. Its value formation features significant long-cycle characteristics, often taking more than a decade or even several decades to see results. China has the institutional advantage of concentrating efforts on major tasks; scientifically formulating and continuously implementing five-year plans is an important experience of our Party’s governance, highly aligned with the value orientation and intrinsic laws of investing in people. We must properly handle the relationship between short-term macroeconomic balance and long-term sustainable growth, maintain historical patience and strategic resolve, treat investing in people as a more distinct reform orientation, deeply embed it into the economic and social policy system, promote the establishment and improvement of a long-term mechanism for investing in people, comprehensively improve the level of human capital investment, and drive high-quality economic and social development.
