HKMA Register Shows First Stablecoin Licensees in Hong Kong - Crypto Economy

The Hong Kong Monetary Authority’s register showed that Anchorpoint Financial Limited and The Hongkong and Shanghai Banking Corporation Limited were licensed under the Stablecoins Ordinance. The register states that licensed entities hold approval to issue specified stablecoins in Hong Kong.

The listing gives the market its first visible read on who has cleared the new regime and when those approvals took effect. The register assigns licence number FRS01 to Anchorpoint Financial Limited and FRS02 to HSBC, with both effective on April 10, 2026.

What matters here is that Hong Kong has moved from framework to named operators. Once a regulator starts publishing actual licensees rather than just rules, the market gets a much clearer picture of who is allowed to issue stablecoins under the new system and who is still outside the gate.
