Riding an electric bicycle should require wearing a helmet, Beijing's new regulation to be implemented starting in May

Beijing traffic management authorities’ statistics show that by 2025, the number of fatalities involving electric bicycles has accounted for 35% of all traffic-related fatalities, with 74.7% of the deaths of electric bicycle riders caused by not wearing safety helmets. To ensure the safety of citizens’ lives and property, Beijing traffic management will carry out targeted rectification measures in 2026, including law enforcement guidance and increased publicity, to raise public awareness of traffic safety, urge the wearing of safety helmets, and reduce traffic safety hazards. The newly revised “Beijing Non-Motor Vehicle Management Regulations” will come into effect on May 1, requiring electric bicycle riders to wear safety helmets that meet national standards.
