Implementation of Science Popularization Import Tax Incentive Policies During the "14th Five-Year" Plan

According to the Ministry of Finance, to support the development of science popularization, the Ministry of Finance, General Administration of Customs, and State Taxation Administration jointly issued a notice clarifying that during the 14th Five-Year Plan period, science museums, natural history museums, and other science popularization venues will be exempt from import duties and value-added tax on imported science popularization films, TV shows, and science supplies. The policy covers equipment related to purchasing and broadcasting rights for self-used science popularization films and TV shows, as well as science instruments, equipment, and exhibits that cannot be produced domestically or do not meet performance requirements. This policy will be implemented from January 1, 2026, to December 31, 2030, with a specific list of duty-free goods to be formulated by relevant departments.
