Beijing, February 27 (Reporter Liao Ruiling) — Data released by the National Energy Administration on the 27th show that there are currently 84 green power direct connection projects approved nationwide, with a total new energy installed capacity of 32.59 million kilowatts.
Green power direct connection refers to the mode where renewable energy sources such as wind, solar, and biomass power do not connect directly to the public grid but supply green power to a single electricity user through direct connection lines, enabling clear physical traceability of the supply. By May 2025, the National Development and Reform Commission and the National Energy Administration jointly issued the “Notice on Steadily Promoting the Development of Green Power Direct Connection,” innovating new models for nearby and on-site consumption of renewable energy, supporting qualified wind and solar power to supply power “point-to-point” to users, and breaking through the “last mile” of renewable energy consumption. This creates a “green passport” tailored for export companies, offers new development opportunities and space for companies with adjustable electricity loads, and drives enterprises to transition from “cost reduction alone” to a green competitive track.

Inner Mongolia’s Ulanqab has built the country’s first data center green power direct connection project, with supporting renewable energy capacity of 345,000 kilowatts and an annual self-use electricity generation of 850 million kWh. Shandong has launched off-grid green power direct connection projects, achieving 100% green power supply for users through wind, photovoltaic, and grid-forming energy storage. Xinjiang is exploring zero-carbon parks and incremental distribution network construction projects for green power direct connection. Qiqihar in Heilongjiang plans to build an off-grid green hydrogen and alcohol production project with a capacity of 1.2 million kilowatts. The green power park in Datong, Shanxi, connects nearby 520,000 kilowatts of new energy to develop a new energy manufacturing base and an export-oriented pharmaceutical base.
Meanwhile, many innovative practices have emerged across regions. Shanghai, Qinghai, and others have established tracking guidance and assessment mechanisms to standardize project management processes. Hebei, Jilin, Zhejiang, and other regions have clarified exit mechanisms to eliminate concerns about companies withdrawing due to changes in direct connection users. Inner Mongolia, Jiangxi, Sichuan, Shandong, and other areas have optimized source-load matching mechanisms, which are conducive to ensuring the long-term stable operation of projects.
