Opera proposes to replace its cash transaction with Celo with a distribution of 160 million CELO tokens. If approved, Opera will become a major shareholder of Celo. This three-year token reward accounts for approximately 27% of the current circulating supply and is tied to Opera's self-custodial wallet MiniPay being the most active application among Celo users. The voting rights of these tokens are capped at 10% of the total staked CELO amount. Since 2023, MiniPay has surpassed 14 million registered users with transaction volume reaching 420 million transactions.
